Water issues are a hot topic in California. A student could productively track the flow of water from the source through the agencies that develop, wholesale, and retail water. A compendium of those agencies along with specific data about their sources of water, cost to buy and sell, etc. would be a valuable resource. The report could summarize the findings and be a valuable tool to understanding water issues from a state perspective.
